3 companies, Daqing Petroleum, Al Mithkal, Albab company get into price evaluation after qualified both technical and commercial evaluation
We have been opening the price proposals from qualified bidders osince June 20,2016.

During the process of price evaluation, we found that 1one bidder, Al Mithkal, had been complying with the ITT and bulletin of this tender and
2two companies ;,Daqing and Albab, did not comply witoh the bulletin 1 in the price offers that the committee had requested to the bidders as follow:

1. The committee had requested to the bidders for adjusting the pipeline along 0.9km inside but camp of 2.1km(the original pipeline request to extend ofrom raw water pipeline) with using carbon steel pipes instead of ductile iron pipes ( the original material request),and so the existing request of pipeline with using the ductile iron pipeline was only 1.1km of 2.1km.

2. The other request from the committees to adjust the pipeline material was the waste water pipeline about 1.1km ( the original material request ) from using ductile iron pipes adjusted to carbon steel pipes.

Below is the clarificationes the reason why the committee had made a decision to disqualify 2two bidders, Daqing & Albab company:

1. Daqing' price offer proposed all materials wasere ductile iron pipes without proposing carbon steel as bulletin 1.
SoThus, the committee providing the highest price from other bidders ( as our procedure in the ITT) since Daqing have not offered for adjusting the pipeline along 0.9km inside but camp with using carbon steel pipes and also the committee put the blank on dDaqing unit price in the price evaluation of the waste water pipeline about 1.1km, since Daqing proposed ductile iron pipes instead of carbon steel as requested in the bulletin 1.
2. It is the same like Daqing company that Albab company proposed ductile iron pipes for adjusting the pipeline along 0.9km inside but camp without considering use carbon steel pipes the committee providing the highest price from other bidders, and also the committee put the blank on aAlbab's unit price in the price evaluation of the waste water pipeline about 1.1km since Albab proposed the material that the material was not matched with the requirement in the bulletin 1 ( confirmed by the end user).


After considering only one bidder of three bidders passed the price evaluation ,CNOOC considered to re-announce the tender since we are in the first round
