After the success of the coup, the army worked from the beginning to make changes not only into the government but alsoand to change otherenact new policies. As fiveFive law professors from Istanbul University, headed by the university president, friend Sami Onar, were summoned to Ankara and assigned the task of drafting a new constitution. The next day they launched an ad that looked like a modern-day fetus. In it, they justified the military intervention because the Democratic Party government had acted unconstitutionally (especially in establishing the commission of inquiry) and thus had itself becamebecome illegal. This interpretation, when the National Trade Union Confederation accepted it, brought the military into a confrontation with the Democratic Party and put an end to its claims to bebeing above party politics. On August 31, DP was suspended, and on September 29 it was disbanded. On June 12, the Canadian National Assembly, with the help of its team of professors, passed an interim constitution that gave a legal basis for the coup and the existence of the Union. The government of technocrats, installed by the army after the coup, was a purely executive organ. All important political decisions were taken by the National Trade Union Confederation itself. It was also announced the day after the coup that Cemal Gursel would appoint a head of state, a prime minister, and a minister of defense, giving him, in theory, more powerspower than even Ataturk had ever beenhad.
